I have Canon 550D and I can record 16 mins. But I think this is not trouble of course it's depends on your aim. A 550D is not a high category dslr camera but can record full HD 24-25FPS HD 60FPS and I have many lenses so I can make much easier professional look on videos than with other tools. And the price is very important. You can buy a good DSLR camera and few medium category lenses and you are yet under 5.000 USD or even if you wanna spend more and buy Canon 5D Mark II and few L category lenses yet always you are around 15.000 USD and you have a full frame camera with professional lenses. Even if you will use for example DSLR camera sliders you will have a perfect film look for cheap.
